This was one of the reasons homeschooling looked so good to us. Son was born with a stomach condition. He needs to go when he needs to go, but he couldn't. He was getting sicker and sicker in school. We suspect that this problem is why he had so many migraines too.
Once he was home a year or so, his problems became virtually non existent.

The real problem is in 1. compulsory education (of course people will find ways to leave if they don't want to be there) and 2. building design. Have each classroom contain two working toilets, and let students get up and go when they need to.
I do understand that after a time it can be disruptive to have kids go potty 89 million times in a day so they can text on their cells in the bathroom, but what can you do?
